Leverage the Strength and Expertise of the State Central Committee
State Central Committee is packed with talent and expertise across a range of areas, including media, technology, data analytics, and finance. As Chair, Mike will leverage this SCC member expertise to support our RPV mission.
Lead the Fight Against the Democrats’ Outrageous Redistricting Power Grab
Democrats — in a shocking display of arrogance and treachery -- are manipulating the legislative process to gerrymander 10 Democrat Congressional districts leaving only one Republican leaning district in Virginia. The goal: oust Congresswoman Kiggans and Congressmen Wittman, Cline, and McGuire from office in 2026. This is far and away the most consequential issue confronting RPV in 2026. It is a blatant attempt by Democrats to rig the Congressional elections, and will have a devastating impact on Republicans’ ability to win elections for years to come. WE MUST FIGHT BACK TO SAVE VIRGINIA!
Mike will lead an intensive tactical litigation strategy to fight the Democrats’ cynical redistricting ploy in state and federal court all the way to the U.S. Supreme Court. As a lawyer -- the only lawyer running for RPV Chair -- Mike has decades of government, law firm, and corporate legal experience in litigation: leading, strategizing and winning; and he is a noted commentator on legal and constitutional law issues (NEWSMAX/Daily Caller OP-EDs).
If the Democrats’ redistricting ploy proceeds to a voter referendum, Mike will mobilize RPV to lead an intensive state-wide campaign to defeat the referendum.
Lead the Fight Against the Democrats’ Legislative Assault on our Fundamental Rights
Democrats have total control of the legislature and the state government over the next two years. They will orchestrate a full assault on our individual rights, including a resurgence of DEI programs and legislation attacking our 2nd Amendment rights, religious liberty, parents’ rights, and freedom of speech.
There will no longer be a Republican governor to veto this corrupt legislation nor a Republican Attorney General to fight for us. We must fight back and derail the Democrats’ destructive agenda in court.
RPV must lead the way in this fight. As Chair, Mike will lead an aggressive strategic litigation effort in state and federal court to defeat the Democrats' unconstitutional infringement of our rights.
Fund the Fight, Secure the Win
Fundraising is the DAY 1 PRIORITY. Mike will leverage his network of donors from his VA10 Congressional race as well as engage RNC, national Political Action Committees and outside donors to provide the critical financial resources needed to fund our pivotal legal strategy to defeat the Democrats’ redistricting gambit and diabolical legislative agenda, and to fund RPV’s operations and mission to elect our nominees.

Outstanding Candidate Recruitment
Victories in 2026 and 2027 will depend in large part on candidate quality. Mike has a proven track record of recruiting local community leaders to run for various offices in northern Virginia.
Recruit quality candidates with deep community roots & proven leadership skills.
Proactively engage and support potential candidates, including by providing easy-to-use resources and technology tools to help them confidently lay the groundwork to run for office.
Force the Democrats to defend every single one of their seats against strong Republican candidates, even in blue districts.
Robust Support for Candidates & Local Units
Provide consistent support to every candidate and committee so that all campaigns have the resources they need to compete and win.
Offer sustained training and mentorship to candidates up and down the ballot.
Equip candidates with practical tools to run strong campaigns, including campaign best practices, access to data and technology, and direct communication with party leadership and staff.
Strengthen local units through transparency and partnership by providing unit chair training, responsive support, development assistance, and clear guidance on supporting candidates.
Host an annual retreat with Congressional District Chairs to provide training, share best practices, and discuss pain points and solutions.
Negotiate bulk rates and volume discounts with vendors to provide cost effective resources and the best value for our candidates.
Expand & Enhance Social Media Across All Platforms
Expand and modernize our digital presence by moving beyond X and Facebook to Instagram, TikTok, and short-form video and reels designed to reach, engage, and grow new audiences.
Use technology to grow our base by delivering clear, compelling, and fast-cut content that captures attention in seconds and outperforms our opponents.
Informed by data analytics, engage with voters on the platforms they use most and on the topics/issues they care about.
Aggressive, Targeted Messaging
Bold, aggressive messaging to promote our principles and to combat the Democrats relentless fake news propaganda.
Targeted messaging based on the issues that resonate with voters.
Identify win themes, and then aggressively re-enforce them.

Enhance voter database with detailed demographic data and improved contact data.
Leverage data and analytics, including Google Analytics, to understand who we are reaching, identify geographic and demographic gaps, and guide smarter, targeted outreach and messaging decisions.
Expand accessibility through language translation and modern digital tools to strengthen coalition building and connect with more communities across the Commonwealth.
Target Low Propensity Voters/Absentee Ballots/Early Voting
Drive a consistent messaging campaign to energize our low propensity voters and focus on growing our Republican permanent absentee list.
Right now, the Democrats start with a 2,000-5,000 vote advantage in every House of Delegates district and over 175,000 votes statewide because of an aggressive permanent absentee ballot program focused on low propensity voters. We must do the same to compete and WIN!
Community Engagement to Grow the Republican Vote
Focused year-round grassroots engagement across every corner of the Commonwealth is essential to winning elections and building a stronger party.
We must grow the party up and out by energizing our conservative base while expanding outreach to minority communities, and independent and younger voters.
Productive community engagement requires consistency, not last-minute appearances before Election Day, but sustained trust-building all year long.
